Re-Introducing Your Bicester Rural Neighbourhood Policing Team
Over the past year, the Bicester Rural Neighbourhood Team has undergone significant changes, and we felt it was time to reintroduce ourselves to the community. Not everyone visits the Thames Valley Police website, so here’s a quick overview of who we are and what we do.
Meet the Team:
Police Constables:
PC Phil Edwards – Neighbourhood Officer
Phil joined our team in December 2025 however he brings a wealth of experience from Response teams, Assessment and Investigation Unit and the former Neighbourhood Problem-Solving Team as well as being a Police Search Advisor to provide expert guidance during search operations.
PC Lorraine Mead – Neighbourhood Supervisor
Lorraine has been on the team Since November 2024 and has been immersed in seeking problem solving approaches to long standing community issues. Lorraine brings extensive experience from Response teams, Tutoring, Priority crime team and CID. In addition to Supervising and providing support to the PCSO’s Lorraine investigates Neighbourhood crime and drives the teams patrol plans and Community engagements.
Police Community Support Officers:
PCSO Louise Beaumont
One of our longest-serving PCSO’s and a familiar face in Bicester Rural community Louise is a pillar in the team. In addition to the Monthly Have Your says she carries out around the villages, Louise enjoys attending Community events and learning about the communities we serve whilst also being a wealth of local knowledge particularly around support services.
PCSO Raymond Kennard
Ray is an experienced officer having previously worked on the Banbury and Bicester Neighbourhood teams. Ray moved across to the Bicester rural team in May 2025 and is holding a monthly have your say roadshow to get to know the issues that concern the community the most to be able to direct the teams patrols accordingly.
Contrary to popular belief, not all officers based at Bicester Police Station are part of the Neighbourhood Team.
While we work closely with Incident & Crime Response teams, our teams focus is on community priorities set by you every three months whilst also investigating neighbourhood crimes including but not limited to Anti-social Behaviour and Retail Crime. We aim to build strong relationships, tackle local issues, and keep the Bicester Rural community safe.
